What is this?

I have never seen this before it's right behind the prop. 1971 merc 110 9.8

File to large for the pic but it looks like a little blender blade right under the prop

Likely it is a " fishline cutter " to prevent damage to oil seals.

I kinda thought that if that is the case it sucks because it had a lot of fishing line wrapped around it. Are these an aftermarket item? Thanks
