What is this wire on my Ninety?

What is this wire and what is it's function? It was braided and I was surprized to see it rusted and fell apart. Any objection to replacing it with stainless steel seven strand trolling wire? Thank you, Ronnie.

Its purpose is the electrically bond the midsection and the swivel assembly. It looks to me like it burnt up not rusted...but you can see it better than I.

Normally, they burn up when something is connected incorrectly at the battery even for a short time.

I suppose any bonding is better than none. It is braided so it will flex better than a standard wire.
