What is this pump/reservoir

I have a 1998 Bayliner with a Mercury 4.3. In the panel behind the seat on the starboard side there is this white reservoir with the yellow cap. I'm pretty sure this fluid is leaking. It smells horrible! When I uncover the boat it can about knock you over. The bilge and the storage area under the floor get coated with this fluid. Inside the reservoir it is a milky white. It looks like light brownish oil in the bilge, and as you can see, is milky and black back there on the floor.

Can someone tell me what this is, and where may it be leaking from? And why the horrible smell. I thought I had a fuel leak for a while due to the strong smell.

Ayuh,.... It's either the trim pump, or the outdrive monitor,....

Either way, it's takin' on water, 'n that's a really, Really Bad thing,....

I suppose thats it! How am I possibly getting water in that reservoir?
