What does the "wash" screw mean?

Good day folks. You guys are so awesome that I decided to hit you up for advice again. I got a 40 hp mariner (40 E 6E9 s 104752), 1985 2 cylinder outboard. Basically a copy of those old Yamaha fm series.

Its time for maintenance on the motor, so I'm wandering what does the "wash" screw on the lower leg (as in the part that houses the prop) mean? how do I use it (if I need to)? do I actually need to use it?

As said in previous posts, my smarts don't belong to computers and fixing outboard motors. SO, detailed explanations, as well as lamen terms will be greatly appreciated.

I agree,a pair of muffs ,a cut down barrel,tub, anything that'll hold enough water to cover the cavitation plate to wash in fresh water after a run in salt water.
 
If I ever get to Newfoundland,a nice fresh fish and a shot of Potín that I'm sure some of those Irish descendants know how to make.;)Lol I believe there are places that they still speak Gaelige
