weird starter issue on 98 johnson 50

Starter was fine when I put the boat up for the winter. I get it out and start getting it ready for summer and the starter either just spins or it engages but barley turns over the motor. I just had it rebuilt hoping it would fix the problem but it is doing the exact same thing. I have tried different batterys and tried it with a charger on 200amp engine start and it does the same thing.

A common problem..... a voltage drop due to either a loose cable or a tight but dirty cable terminal. Remove "all" (ALL) cables and wires associated with the starter circuit, including the solenoid and the ground cable at the powerhead, clean the cable/wire terminals and the associated component, then tighten securely with a wrench or pliers... not your fingers if a wing nut is encountered.

To check the starter, using a known good fully charged battery and jumper cables, run the cables directly from the battery to the starter. The starter should whirl the engine over if it is okay.
