Weak telltale pressure

I have a 1980 Johnson 70hp. It runs well , good comp across the cylinders . We have just fitted it up to our small speedboat and in the process replaced the waterpump, thermostat , fuel pump, rebuilt the carbs and generally serviced it. The first time we went out it ran well , good telltale flow, no problems, Second time we went out the tell tale had become very weak , so I removed the leg and puller the pump apart. I had put the impeller wedge keyway in back to front and it was not locking up. Turned it around and reassembled. I had more flow but still no where like it was. I put a hose \on the water tube and it was the same pressure as the pump, weak flow but a lot of water escaping down the leg and I could hear it escaping inside the leg near the powerhead.
I googled away and figured that I may have issues with the exhaust tube and water feed tube as the inside of the leg is very wet with black oil ( i assume it is wet sooty exhaust residue)

I have removed the powerhead and the gasket is a bit ordinary, can't really see any problems there, corrosion is minimal. This engine was a salt water motor before and now runs fresh only so I thought I may have washed away some corrosion and cuased leaks. I want to remove the internal exhaust/water tube assembly and undid the four bolt holding it in , All four have snapped off . There are some rubber mounts in there attached to the steering arm and I undid the bolts that hold them.

Questions
How do I remove the tube from here ??
I tried to remove the plates on the side by the lower rubber mounts but again the bolts started to snap off, I tried to remove the rear bolts on those mounts(9/16" head) but the will not budge

Anything I am missing ?

Any tips or diagrams?
I have a manual but it has nothing on the leg section that I am working on

Thanks for the quick reply. I really need to know how to remove this section from here so I cna get the inner exhaust and water tube out
 
Before moving on further down the leg, remove the exhaust cover and gaskets and check for leaks and corrosion. Leakage/blockage in the channels here will affect the tell-tale pressure.
 
Thanks Haffiman37, I will look at that as well. As I have to repair/repalce the broken bolts I need to get this section apart now.
 
Hey guys new to the forum did a search and ended up here. I have a 1995 mercury xr6 2.5 150hp. Engine runs great. Telltale is strong when idling but the faster I go the weaker it gets until it stops all together. If I slow down it comes back? Any ideas what to do?

The midsection has to be removed from steering arm and swivel bracket.
You are going to break more bolts.
Remove two bolts forward of lower mount.
Remove upper mount.
Disassemble midsection.
Haffman is correct also.
