Water tube upper end

Howdy, Out Sportfisher 5 HP is pumping water with a drill on the shaft in a bucket but when we put it on, we get no water discharge. That is after carefully making sure its aligned correctly. Everything is clean and not plugged. The upper end of the tube seems to just dead end against the bottom of the crank case. Any thoughts, anyone?

This is an air cooled motor.-----Water pump only serves to cool the exhaust air coming out of the cylinder,

I see. But shouldn't there be discharge out of the holes in the exhaust/shaft housing?
