water stream out powerhead 94 200 hp EFI

Anyone familiar with a water stream out the powerhead of a 94' 200 hp efi? it's on the lower R/H side, out of a 1/8" hole in a cover plate. Looking at a manual it looks like the cover is for a water diverter assembly. Water pump and external water stream is fine. Any idea on what it would take to fix?

It is likely the vent hole for the diaphragm on the poppit valve.----------------There is a leak, and it is time to check into it.------------Ruptured diaphragm perhaps.
