water still getting into # 4 cyl

Ok, can anyone chime in on what i need to chk on why I keep getting water into the #4 cyl on my '78 Evinrude 85hp...???? Motor was rebuilt last year with all new parts, new sleeves,pistons etc...Ran good last year,,,,Installed brand new head and gasket....PowerPack was found to be bad , so I replaced it with a spare one,,,So what should I check now? Anyone?? Anyone?

How about the exhaust cover gaskets or plates??

new gaskets and everything looks ok on the covers

What was the reason for the rebuild and why " new sleeves "-----------------Was a broken rod involved that may have damaged a water jacket ??????
