Water restriction on johnson 30hr

"I have a 1988 johnson 30hr outboard that starts up fine and runs good and pump water out the pee hole. Once it get warm the water stops coming out the pee hole and steam starts coming out. I have replace the water pump and check the thermostat, and the problem continued, I even took the thermostat out, but this didn't stop the problem either. I have pulled the head to see if there was any restriction, but couldn't find any. I have been told that there is a flap in the water jacket area that can mess up, but I don't know where it would be or if there is one. Any help would be most appreciated. Thanks."
