Water pump

New to me 1980's mercury 110. Put a new water pump in it. It will blow air out of the pee hole but it wont sycle water. What could be happening? Possibly solutions?

Plastic washer at the TOP of the water tube.----Melted and blocking water flow into the powerhead.

Got it figured out. There was a piece of rubber at the bottom of the copper tube above the water pump.
