Okay.... The 1970 3 cylinder 60hp Evinrude/Johnson does indeed have two water tubes that insert into the water pump.
With a strong beam flashlight, looking closely up the long exhaust, you'll see that one tube is slightly left of the other. Using this knowledge, you now know where the tubes go.... it's practically impossible to have them inserted into the water pump otherwise.
Now, each of the tubes have a nylon sleeve guide that should be inserted into the water pump first. This allows the tubes to be inserted into the tube guides long before the lower unit closes up the space between the lower unit and the long exhaust housing.
If the tube guides are nowhere to be found, the usual cause is that they have vibrated up the water tubes somewhat and that salt, debris, dirt, etcc has more or less frozen them there. Look up the tubes closely as I surmise that they're there somewhere. Use a scribe with a hook on one end to grab ahold of them and yank them down for your present use.
Also, those water tubes are of equal length if memory serves me correctly. If you missed a hole on the pump, you probably hit the bottom of at least one tube nd shoved it upwards. Check the length of the tubes.... you may need to grab one of them and (bend) pull it down where it belongs.
