Water pump tube installation

I have a mercury 110 outboard. When I removed the lower unit to check the impeller on the water pump the whole tube came out with it. I can’t get it to stay in the top so I can install the lower unit. It keeps falling out. Is there supposed to be some sort of rubber tubing that keeps it in place?
 
You can ram it up there with a bolt stuck inside the copper tube. Knock up there good with a hammer. and install the LU with the motor upside down.
