Water pump replacement not working.

I have a Johnson 15hp 1995 outboard motor that stopped pumping water. I have replaced impeller and water pump, checked that key is in impeller shaft and greased new impeller. I have checked the intake tube for any blockages and there are none. But when I put a drill on the gear shaft to test water is pumping through the lower leg of outboard it will not pump water. Is it possible that the new water pump is not getting a good seal due to corrosion in the housing around the gear box seals. There is a bit of corrosion but not anything excessive. Any help is much appreciated. Thank you
 
To self prime, the pump needs to be submerged. That is why you'll see recommendations to have 3" to 4" of water above the anti-ventilation plate when running an outboard in a tank. If you just had the intake screens submerged when doing your drill test, it's possible the pump couldn't prime.

There is no need to grease an impeller, the water acts as the lubricant when the pump is operating. If you oriented the fins correctly, spinning the shaft clockwise (looking from above) while installing the housing, then the impeller should be fine.

Are you sure you have the base plate of the pump oriented properly? I'm not sure the plate on this pump can be flipped, but it's worth checking.

These 9.9/15 outboards had a flaw where the water tube grommet would swell as they aged and cause a flow restriction. I had a 9.9 that would run hot even with a new water pump and I found my grommet was bad. You can find the grommet is Part # 0330426 and listed as Item #17 or #19 on the Exhaust Housing Parts Diagram. First make sure you're tell tale and exhaust bypass passages are clear before going down this route because the powerhead has to be removed to replace the grommet.
 
Water MUST be 6" above the impeller in a testing bucket.----Test that way first.----Factory pump parts used or something else?
