water pump malfunction?

I just put a new water impeller in my 25 hp merc older 2 stroke. I figured the water would come out of the "pee hole" in the back of the motor but it is pouring out of the side of the motor through some what look like breather holes. Is that normal? I'm wondering if the water tube may not be connected properly. Can anybody give me some feedback on this? Thanks Dean
