Water pump again?

Just got the boat out to get it ready to go! Its a 1976 15hp evinrude model 15604A. Last year I replaced the water pump and water cover/gasket and spark plugs/coils. Today I rebuilt the carb and the fuel pump and fired it up. It fired up quickly and fairly strong! Buuuuut..... no water coming out the tube. Theres no blockages, so does that mean I really have to change the water pump again? That was a royal PIA last year with the gear linkage unless theres a trick to making that easier. Water pump is all it can be if theres no blockage right?

One other question. And it did this last year and little bit. But at low idle or low speed it will randomly do like a clunk (best way I can explain it) and it will drop rpms and go back up to normal after the clunk/rpm drop. Any easy explanations for that?
 
Hi. Too lean on the carb. So either dismantle and clean, or open the low speed needle adjustment a bit. You can try one thing by backing out the low speed needle a bit more in case there's a little piece of dirt in there it might pass through however usually the fuel contaminants collect underneath the Welsh plug on top of the carburetor where the little ports inject the low speed fuel into the throat/body of the carburetor.
When you had the water jacket cover off the head did you notice the thermostat and how clean the internals seemed?

Take a look at the Exhaust Housing Parts Diagram and look at #39. This is the Upper Water Tube Grommet. Unfortunately these little things were known to warp and fold over causing a water flow restriction into the block. The only solution is to remove the power head and replace the grommet. Years ago I chased a hot condition on a 9.9 doing all the same things you've done. Joe Reeves pointed me in the direction of the grommet and sure enough, when I got the power head off the grommet was deformed and swelled up. After that the engine always cooled just fine.

You'll need the grommet (part# 0324045) and base gasket (Part # 0325721) for the job.
