Water pump 1970 60hp

"i have a 1970 60 hp evinrude.

"i have a 1970 60 hp evinrude.....and i have no idea what is goin on ...i took the foot off and my impellor looks ok .....the question i have is does the water come out of the exhaust ports as a jet , , kind of like a mist or not at all .. the way it looks to me is the water is pumped up and back out of the foot ???? please help"
