Water not getting to the block

I have a 1972 8hp. I am not getting water into the block. I dropped the lower unit and submerged it in waster with a drill on the shaft. It was pumping. I shot a hose up the water tube and water came out of the exhaust port. I put it back together and its still getting to hot. No water is flowing out of the exhaust port. Any ideas? I don't see a thermostat, does it have one. The impeller looks brand new. Thanks for your help.

Any idea how old the impeller is?
Being as it's an older motor?
It could be a real old impeller??

Post a pic of the impeller and pics of the pump base and housing?

There probably isn't a thermo in there.

I can't find a parts breakdown on anything older than 76

I had a similar problem with a Chrysler. I was advised to change the wear plate. It looked fine but after changing it I had water flow.
