Water leaking through gasket

This is a 95' Johnson Evinrude 90hp E90ELEOC outboard

I was doing spring maintenance on my boat and started her up with the hose attached. I saw water spritzing out of a place I was not expecting it to. I want to know if this is a simple gasket replacement or possibly a much larger issue.

The image shows the small leak.
The gasket is part 23 on the schematic.

The question is: Is there even supposed to be water coming up into the engine block at that point?

The water cooled rectifier bolts on in that spot.------At least it does on all the 60 degree looper blocks that I have.
 
Thanks. That is helpful.

Piecing together then #23 gasket is a "regulator to crankcase gasket" and that is a "water cooled rectifier" sitting on top, it eases my concerns that water was getting somewhere it shouldn't be.
