Water leaking from around spark plug

I have an 82 Mercury 9.8. Recently when testing it in a barrel of water, I noticed water coming from around the top spark plug. I did not notice a change in compression from 1 cylinder to the other on the pull cord and the top cylinder continued to fire. On closer inspection, there was a small hole above where the plug threads in and this apparently was where the water was coming out. There did not seem to be any water in the cylinder itself.

Is the cylinder head supplied with water for cooling? If this is the case and the system is not pressurized too greatly I might be able to plug the hole with liquid metal or some other product.

Perhaps the cylinder head is toast...
