Water inside the engine compartment

I just found out that water got inside the engine compartment. It is a 1997 SeaRay 280 with a 7.4 MerCruiser motor. The water got about 1/2 up the motor. So the starter and the alternator were both underwater. My question is: did this level of water somehow get into the motor? The starter doesn't turn over. It might be a weak battery. I had the boat connected to shore power overnight. When I opened the engine hatch a saw the mess the rainwater left. The boat is on the brokers lot when we received a major downpour. (two months ago). Thanks for any info you can supply.

if I/O most definitely got into the bellow if inboard most likely got to the trans

1. If the water in the bilge is from rain or other source (PLEASE CLARIFY), Do you know how the water entered the boat??
Why didn't the bilge pump work and pump the water out automatically? I would get that fixed first!!!!!!

2. As long as the water did NOT get to the dip stick tube where it enters the engine block, No water should have gotten inside engine.

3. Pull dip stick, Check oil level. If it is higher than the normal level (which you should already know what that level was/is) then there may be water present in the engine.

4. DO NOT ATTEMPT TO START ENGINE until you confirm there is NO water in oil pan. If you do you will circulate and mix water with the oil which then will require multiple oil changes to get the milky oil out of the engine.
