water in the lower unit

I got my lower unit put back together. It seems I did something wrong. I hooked water to it and tried to get it started. I didnt have any luck but my battery was low. I removed the fill plug for the lower unit and water poured out of it. Anyone have any ideas as to what I may have done wrong?
 
You had it torn down or just had it removed from the leg?

Give us the "whole story" and maybe can figure out what your issue is...

I had an engine with a bad lower unit (housing cracked). I purchased another engine with other problems but a good lower unit. I took the new lower unit and replaced the cracked one with it. I cleaned everyhing up good and everything looked good on the install.

Then is when I hooked it to water to see if I could get it started. I had water running to it for about 10 minutes and no luck getting it started. I went then to fill the lower unit with oil and when I removed the fill screw about a quart of water ran out.
 
Ok, the most likely point where the water would get in, in that situation would be the seals on the driveshafts bearing carrier (located beneath the waterpump) - assuming that the (new) gearcase is not cracked somewhere between the water pick-up and and the waterpump base.

But before we even go there, sorry, just want to back up a little again and ensure you checked out this lower unit before you bolted it on.

It had gear oil in it and looked fine first - then you tried to run the motor and after that the water came out (or) you just bolted it on and tried (so the water may have been there when you got it)...
