Water in multiple cylinders after running engine

Good morning. I have a Mercy inboard engine that was in for repairs. During the repairs it was noted that water came in to different cylinders. It was noted that on different times it was noted cylinders 1,3,5,6,and 7 had water in the cylinders. It was noted that cylinders 2,4 ,and 8 have been clear of water on all noted tests.
The mech has come back with possible issues of Water could be entering through bad exhaust, head gasket, defective head orblock.
Does one of these seem to more probable than the others? just trying to rap my head around this. Do I take the chance on a 3000 fix? and most of this is labor. is there a better check to identify the cause?

How can you know how much the Fix is if the problem has not been pinpointed?

Get a better mechanic. All of the issues that cause this can be diagnosed..... Easily.

Thanks for the reply Chris. But now I have to ask what test can be run by me to pinpoint the issue.
If you had to pick one issue out of the three listed, what does your experience tell you?

I have car motor experience but I am very weak in marine engines..

Welcome, sir. Chris is right. Also.....you should post this in the Mercruiser part of this forum. Other techs who accel in sterndrives will answer too. Ricardo is no longer with us, but we have Jack, Dieter, Makomark, and other sharp techs.
My question is: What happened which led to this problem....and was it "hydrolocked"? Hydrolocking can cause permanent engine damage. Can you tell us the year and engine size? Thanks.

Yes , Hydrolock is what is happening. the engine runs Strong to start the day.. up and down river.. but about half way though day. after stopping to swim. engine very hard to start. have to pull spark plugs to pump cylinders of water. After engine will start up.
