Water Flow on a 1985 Evinrude V4 90HP

I just picked up a 1985 (I think) 90 HP Evinrude V4. Engine runs great, needed regular maintenance items but nothing out of the ordinary. I do have one issue how ever. The Starboard bank is running very hot while the Port side is cool. So I have a blockage somewhere. I have already replaced the thermostats and Poppit valves (Tough spot for those). Now I need to start looking for a blockage. How does the water flow on these motors. Should I be taking off the exhaust plate first and checking there? Or should I be puling off the head and checking there? Not sure which is the most logical. Any advice?
