Water circulation issue after engine rebuilt

Hi, I just completed a rebuilt of a two stroke mariner 9.9 hp (lower piston had seized) and upon testing found that the cooling water was coming out of the lower unit gaps rather than the proper nozzle at the back of the engine. I dropped the lower unit and found that if I block the water inlet pipe just above the impeller and blow into the hose at the back of the engine, I could build up no pressure as air was coming out from somewhere under the power head. So first question, can I pressure test the water circulation this way, and second, is there a specific trick to putting the power head back on the base plate with the water inlet and the exhaust pipe as that is the most likely place I stuffed something up. I checked all the engine diagrams and can't find anything wrong with what I did so some help would be greatly appreciated!
