Warning Horn 1989 150 hp

I have a '89 Johnson 150. Sometimes the warning horn goes off as soon as I turn on the key. This is a long constant alarm as though it was overheated (even though the motor hasn't even been started yet). This happens only occasionally. Any ideas? Thanks for any help.

"When this happens and the horn is blowing constant, remove the TAN wire from the horn. If the sound continues with that wire removed, the horn is failing.

If the sound stops instantly, either a sensor is failing at the engine OR a intermitent short exists in the wiring at some point."
