1994 suzuki 65 hp having problem with shifting into revers what 2 check? got lower unit off and shift rod is real hard to move

I know I'm stating the obvious but outboard gearboxes require the gears to be spinning to shift gear reliably. Not wanting to change gear is not unusual if the drive shaft is not rotated while the shift shaft is moved. What exactly do you mean by "having problem with shifting into reverse" A very common problem with the motor you have is a grinding sound but no power when in reverse. The shift rod isn't easy to move at the best of times,it sits indents and will need a firm pressure to start to move it.
