I recently purchased a 40hp Johnson with a VRO fuel pump. Motor started up and idled fine, but when got out on the water and opened it up it would die.
Hose bulb was soft, so pumped it and would start right up again, but die at WOT. After reading about the VRO systems and rebuilding them I decided to replace the VRO fuel pump with a non-oiling pump. I purchased one from Mastertech out of Milton, FL. Took about an hour to install and now she runs like new. I don't mind pre-mixing, always know it's getting oil. Here's a link to Mastertech. time for a piston rebuild my friend. those vro is a detriment to 2 stokes, also the temp senders dont even warn u off & over heat because the water in the block needs to reach 300 degrees to trigger it.
 
No piston damage. 150 on both cylinders. I replaced it because the fuel side of the VRO was bad. On the water yesterday running fine. Just wanted share my situation and help anyone who may have the same issues.

The same thing was happening to my '96 Evinrude 150. The VRO tested out just fine. The issue was the check valve in my cheap fuel primer bulb had gone bad and was allowing fuel to drain back into the fuel tank. Just as is in your situation, pumping the bulb refilled the line and if you did that while the engine was running it would maintain siphon and run okay. If you shut off the engine the line drains and creates the issue.

The solution to the problem was a new $20 fuel primer bulb and a 15 minute installation.

I checked the primer bulb first hoping that was the culprit, but it was ok. I'm just fine with mixing fuel. No more wondering if the oil side of the VRO was working.
