volvo penta trim latch

I have a volvo penta aq131/275 and there is a latch that holds the trim in the down position. There must be a mechanism that releases the latch when the 'up' button is pressed so the trim can move in the up position. That latch is no longer releasing automatically. When I manually move the latch out of place, the trim will move up. What would be causing that latch not to automatically disengage when the up button is pressed? Thanks.
 
If you hear the electric motor running, I would have someone look on the port side up along side the suspention "H" bar and see if they can see the shaft/pressure plate going down onto the "bullet" attached to the rod that goes down to release the pawls. If the bullet is gone that could do as these rot off sometimes. The shaft/pressure plate needs to go down to lift the drive and up to lower it. If this is all OK then your clutch may be shot in the upper lift area and now you need a little more help. Let us know.
