"I am trying to help my brother-in-law get his boat running after letting it sit for about 2 years. It turns over fine, gets fuel all the way to the injectors but will not release fuel into the throttle body. The MAP sensor looks to have been replaced recently. I am at a loss as to why the injectors will not work. Fuel pressure appears to be fine, injectors have been cleaned. It seems to be a sensor or something like that."

It sounds like the injectors are not receiving power. You can use a multimeter to verify this.
 
try unplugging the injectors o

try unplugging the injectors one at a time and switching their wires to see if one or none of them work.
