Volvo Penta 4.3GXI-F 2005 power problem

Hi all. I'm stuck for help with this engine and would appreciate any advice. I'm not a qualified mech but seem to be doing better than the service people here in Fethiye Turkey as I've already found and replaced broken sensors.
when my friend bought this boat 2 years ago he managed to get 30knts, now merely 22 and max revs at 3300rpm. It is installed on a ZAR 73 SKYDECK. I've got no idea how fast it should go but currently it's bad.

I have checked fuel pressures at pump and on the rail, pump at 19psi and rail 50psi, both steady...
Got pressure regulator and injectors cleaned by professional workshop first though.
Installed new spark plugs and cleaned distributor.
Replaced broken throttle indicator sensor so now she idles steadily at 600rpm which is correct.
Cleaned idle controller next to throttle indicator.

New MAP is on order and new thermostat as engine does not heat up to over 50 degrees Celsius.

Ive been told to look for Oxygen sensors but I'm not sure if it has any, any ideas?

At 1000rpm she fluctuates by 300 rpm in both directions.
full throttle only gives us 3300rpm, apparently we should get more than 4000rpm at least. Engine spec is between 4400-4800 limited. Throttle does open fully on morse control cable.
When she is cold she starts easily but when "warm" after a run then big trouble starting up...

When engine is in neutral then the duo prop turns freely.

Any advice would be greatly appreciated.

Make sure end of cable jacket is clamped at each end. Somewhere near the "carb" at engine end and somewhere near the control arm at the helm.

RE" cleaning cap" HAve done this time to time and have gotten improvements but never fixes. I don't even try anymore... unless its that or call seatow.

Now that sounds like a good idea. I thought cleaning the oxidisation might have helped but didn't know about the replacement bit.
problem is, the mechanic the dealer has sent out did not even have ANY IDEA about testing fuel pressures at the 2 different valves on the fuel pump and on the rail. Could you be a bit more specific by saying ' do a full tune up'. Does this include check for timing and things like that...? I don't know where to start from now on and obviously can't trust the mech.
i would even buy a service or workshop manual but to get it to me in Turkey might be an issue although I'm willing to give it a shot. Can you point me in the right direction please.

ones again thanks for you're advice. I've done as adviced but the problem is still the same. I don't actually have to get the engine warm to get a start problem. With engine cold after sitting a few hours then she fires up first few turns. Turn engine off after 1 minute running, let it sit for 1 minute then try to start again I can not get her going. I have to open the throttle all the way, start/turn the engine then slowly pull back on throttle and she will fire up. To me this says engine is flooded for some reason!?
i have a new auto choke sensor installed and I can see it move during priming sequence..... So now I'm even more confused.....

Now, I would get the issue to happen and immediately do a compression test. You may be hanging a valve open.

I know this sounds like a pain in the neck but, if you are not losing ignition, you will want to rule this out.
