Check pipe between thermostat

Check pipe between thermostat housing and exhaust. There should be a plug with small hole drilled in it on the exhaust side of tee split in pipe. Restricts flow out of exhaust/ turbo housing. Allows heating up.

My volvo penta 2003T is not burning all the fuel and I am having unburnt fuel coming out of the exhurst.Any idea why this is happening.
