Verify my thought process

New to me boat. Knocked a significant portion off price as we couldn't originally get the motor on plane. Owner was dumbfounded it wouldnt run after sitting for 2+ years while he had back surgeries. He cant run a vessel anymore. So I got a decent deal. Would like to get this running however.

1985 Evinrude 70 3cyl/3carb, VRO has been removed. (I'll add model number when I can get outside and grab the paperwork without getting soaked)

Power pack was replaced 4 years ago.

#2 cylinder was not firing, replaced all plugs since they looked like crap, still no spark, ended up a bad wire to power pack. That's resolved, all 3 fire fine now.

Compression on 1,2,3 : 123, 127, 125

Carbs looked fine and clean, but I did them anyway as the engine sat for roughly 2 years.

LU oil and Water pump will be done shortly, but I want to verify the engine is good to go prior.

Got it running at cruise, WOT, idle and everything seemed fine on the test run. About 3-4 miles up river, engine sputtered and died out. Got it idling here and there and then it fully died. It'll fire anywhere 2-20 seconds and die out, only with key pushed in.

I know its a fuel issue at this point. I'm suspect either water in fuel or fuel pump rebuild and most likely the fuel pump tore a hole in the diaphram as it hasnt run in over 2 years. Cannot hand pump the ball to keep it going as its a pile of garbage and needs to be replaced. Also ball wont get hard. I'm gonna pull the fuel line and see if I get water or fuel first as that's an ultra easy fix.

(Fuel system is very short and everything is above deck on a 12gal portable) I also have a 6gal portable I'm going to use with brand new fuel as a tester as well.)

Anything I'm overlooking?

mods can delete this thread if you want.

Happened by chance to figure out it was bad fuel. Mowed lawn and wouldnt fire, I mow weekly. Same fuel that's in the boat (no oil mixed of course). Had to add carb cleaner + new fuel to get the mower to run around 1/2 speed until it burned all the crap fuel out of there then mower ran fine. I said what the hell, it cant hurt to try a quick aux tank. (I have 2 boats, one with a twin 6gal fuel cells, and the new one)

Ball gets hard just fine on the 6gal tank, which leads me to believe I have a garbage 12gal tank. drained the line until I hit new fuel, drained carbs on the motor. Took a few turns of the key and primer to get through crap fuel fired right up with no effort. Ran at idle for ~15min before I shut her down. No sputtering, no trying to die out, just running nice and smooth.
