Outdrive oil milky performed p

Outdrive oil milky performed pressure test held 20 psi overnight. Vacumm tested to 400mm Hg lost vacumm to 100mm hg in less than 1 minute and is holding I can change the shift seals and try again but I suspect the prop shaft seals in order to change I would need over $300 worth of special Volvo tools. Does anyone know of a rental source
