Unsure if the Lower Unit is in Gear.

I have a 2001 Mercury 115HP Outboard 2 stroke engine on the back of my boat which I just got done replacing the Water Pump and the Carrier Bearing. Now that I have put everything back together, I haven't installed the Gear Lube due to worrying, that it isn't in gear properly. When I turn the prop to the Left I can spin it all the way with no problem and when I turn it to the Right all the way, I end up getting a clicking noise. This is even if I shift it into Forward, neutral or reverse. What do I need to look for or do?
 
Did you remove the gearcase with the control in neutral?
I believe that I did, but I took the Prop Shaft out of the lower unit as well to get some little balls that are part of the Shifter from behind one of the gears in front of the Pinion Gear. I do recall it not touching the gears the whole time I was holding that.
