Unknown wire coming from my 2000 50 HP Johnson

"I've got a 16 foot alumin

"I've got a 16 foot aluminum boat that was rescued from a family member who lost their home in hurricane Katrina. It has a 2000 model 50 HP Johnson that's in pristine condition. Only problem, I can't get it to run. There's a pair of wires coming out of the engine that has been cut off. One that's black, and one that's tan with a black stripe. There is a tab on it that says, "Note Do Not Connect Wires To Battery. Internal Tank Circuit Will Be Damaged." Can somebody please advise on the purpose of this wire? Is it the reason I can't get it to run? Thanks for any help!"
 
These are the oil tank sender

These are the oil tank sender wires. They send a signal to the warning system when the oil level in the tank is low. They will not keep the engine from running.

"That's right, but you will want to unplug the VRO pump connector. This will keep the alarm from sounding when the processor in the pump realizes there is no oil in the fuel, once it does start."
