Problem was caused by forcing the leg into place and forgetting to align upper shift shaft with intermediate shift shaft, resulting in broken intermediate shift shaft. I replaced the latter. Now, when the lower shift shaft is turned clockwise by hand, the gears click easily into reverse (counterclockwise back to forward gear) however the upper shift shaft has been turned counterclockwise in response to the central lever. Result - no shifting.
What has gone wrong? The linkage is clear from the central lever to the upper shift shaft so I assume the problem is in the gear case, which I can't disassemble without special tools.
