TCW3 is formulated for water cooled engines, typically running at lower temperatures, meaning the oil has to be less viscous and burn more readily at low temps and produce lower ash/carbon at those temps.

Regular TC oil is for engines running at much higher temps, meaning they need to be more resistant to heat breakdown."
