Two questions about Synchronization and Linkage Adjustments

I've been reading the manual for my J25TEEDA (converted to remote).

Why is it necessary to remove both remote control cables (throttle cable and gear selector cables, I assume) from the engine before performing adjustments?

When adjusting the Throttle Control Rod why is it necessary to have the shift lever in the FORWARD position?

I'll do what the manual says, but I'd like to understand this.

I'll do what the manual says, but I'd like to understand this.

1 - It's really not necessary to remove the two control cables when one reaches the point whereas they understand the cable being attached to a various linkage might be placing pressure upon it and can adjust it accordingly to temporarily relieve that pressure. When in doubt, remove the cable so that the adjustment you make is a true one.

2 - There is a shift lock (usually) that prevents the timer base (spark advance) under the flywheel that prevents the timer base from advancing too far in neutral. When in forward gear (engine not running), the throttle can be advanced to full throttle pertaining to both the carburetor(s) and the timer base spark advance to show that you are indeed obtaining a true full throttle scenario.

Best to ask even with a manual to avoid a $$$ mistake. Some of it does get confusing.
