Turning motor off!

My motor did perfect, 2 yrs, then "just wouldn't start. Took to dealer where bought it and he want an astronomical price to almost a complete overhaul. I said no way and went and got boat back. Had to lay for his inspection. Upon getting back I noticed there was a 10amp fuse & holder missing. I called him and asked what did he do with the 10amp fuse holder. He said he had never heard of a boat using a 10amp fuse. I bought a manual for my motor, found where if motor won't start, blown 10amp fuse. I took a pic and sent to him, he said bring back in and his mechanic would try to find it. (I don't think so, he has got me Twice I think!) It would blowe about twice a month. If I hit the key and "NO JUICE", I knew the fuse had blown. I had a jar full of 10amp fuses on the boat because I knew it would happen. Anyway, I took boat and my 90 hp Johnson to another dealer with this 10amp fuse missing. He repaired boat which wasn't even what other dealer stated and barely in the hundreds of dollars.

Anyway, the only way to turn my motor off now with key turned off is to "CHOKE" it to a stop with my choke switch. Please help so I can rectifie this.

What motor model number? I (we) cannot do anything from what was posted without the model number.

If I (we) had to generalize.....just to get thru your post, we would be immediately thinking 20 amp fuse is the normal size...
But you are talking 10 amp....so we HAVE TO HAVE the model number....hell it might even be a 4 stroke...we don't know.
 
Yes, that fuse holder is there on my motor, but it has a 25amp in it. Camp from the dealer that way. My motor had a 10amp fuse holder and fuse right beside it. Maybe previous dealer mechanic put it there, I don't know. It was just there.
