Trying to mount lower unit 9.9.

Hi folks, IN the process of installing the lower unit to the top, 1978 Evinrude 9.9 Long shaft. Yachttwin.
I can get the shaft and watertube right up to where I mate the transmission, then it stops. I need another half inch to put the bolt in the transmission, then about an inch to mate the lower unit to the top! Any suggestions please?
 
Is the notch in the shift rods lined up BEFORE you put the bolts in the coupler ?----Try turning the flywheel slowly during assembly.

That, plus the copper water tube is not quite an inch to long. Me and sweetie will measure it tomorrow, I'll cut it to the correct length and put it back together!
(The tube had broken, I had a new piece brazed in, too long!)
