Troubleshooting overheating issue 1989 90hp V4

My model number is J90TLAEM

It was running hot on one side but the other two cylinders felt warm to the touch. Water pump recently replaced, but double checked. There was a good stream coming out of the tell tale. Replaced the thermostats. Now it runs hot on both sides! I don’t have anything to check the temperature but they’re too hot to hold my hand on it. I didn’t run it for long to see if the alarm would sound. I disconnected the hose from the thermostat to the cylinder, one side at a time and ran it briefly. There’s a good stream of water coming through. What’s do I do next ?
 
The water that comes out the tell tale DOES NOT circulate through the motor !!!-----Start with posting results of a compression test here.-----And it may be that an item called a " diverter " is the issue.-----There are 4 of them in water jackets.----Heads must be taken off to find them.-----And is the tab on the head gaskets in the position ?------Both away from center of the motor exhaust cover ?----Have you tested the overheat alarm ?
