trouble with Trim

my 1998, 200 evinrude engine is stuck in an almost horizon position. I tried to putting trim oil in it, but i only hear the motor going. I tried the manuel control screw, but it is frozen and the slot for a screwdriver is worn out.Help how do i fix my trim or how do I get the control screw loose?

I would check the trim tilt limiter if you have one on that engine. They are good for sticking and not allowing the trim tilt to work prop...
