Trim/Tilt not working

I have a 90 horse Mercury that my trim and tilt will only work when switch is pushed for down, but no sounds when trying to push up. Since Mercury uses two relays could the problem be that one of the relays is bad. I also made sure that the fluid level is good. If anyone could please advise.

Swap relays to see if the problem follows,if it does,up relay done.

hey im new to this forum and i cant find how to start my own thread !
im having problemes with my 2016 mercury 115 tilt ! it goes up and down but more then often when i m out on plane and i come up to bigger wakes and i try to trim down it only (surge sounds )like the motor would be all the way down ! if i put the boat in neutra going 35 mp/h hit up a litle then it comes down ! if i put the boat on thr trailer to trim the motor all the way down i have yo restrict the down tilt ,! intead of pushhing on lower unit to help it you need to pull on the unit for it to go all the way down ! alsow when giving it trottle in reverse its working fine in the down action
