Trim sensor malfunction, 200 opti

I have a 2001 200hp opti with Smartcraft.
my problem is the gauge is only telling me the motor is in the trailer position, 25 on a 1-25 scale no mater where the motor is trimmed to.
Is the blade shaped thing behind the sensor on the motor supposed to be free floating.

Which trim sender is on your outboard- digital or analog? (analog sender is round, digital sender is kind of rectangular).

The sensor is digital with the Smart Craft package
