Trim fuse

I have a 2000 mercury 90hp ELPTO. The fuse located on the engine just beside my cdi; I'm thinking it must be the trim, it keeps blowing my fuse under power. Not always and not when out of water. Checked and re-checked wiring and appears to be wired correctly. Any ideas?
 
I would be looking for a pinched or bare wire that only touches and shorts out while under way likely due to the engine being turned. That sort of thing can hide rather well so check with it on the trailer with the engine turned to one side and then the other to see if anything pops the fuse or looks too close for comfort.
 
That sounds feasible. I wasn't even sure that the fuse went to the trim itself but the more I looked at the wire color coding schematic it definitely does. Today I took everything, the dash, bilge pump flow switch, everything except the the ground and power going to the solenoid and it never popped, so I don't think it's in my wiring harness.
 
When you said that it doesn't happen unless it's in the water it means to me that the cause is something that only happens during use that's why I suggested to turn the engine. I have had wiring beat me to death trying to find a fault and had it be some small place that a sharp edge just barely cut or a wire that only gets pinched if something moves just so. Since not much moves in a boat except the engine it has the highest likelihood of being involved.
