Trim cylinder wont lower

"So I have a 1986 Mercury 90(inline 6) and I just replaced the o-rings on the tilt cylinder(it worked fine until it blew a ring). Now the trim cylinders wont lower at all,if I hold the "down" button it eventually raises the tilt. I can force the trims down if someone holds the button and I force the motor down but thats just not practical. Do I just need to replace the o-rings in the trim cylinders or do I have bigger more expensive problem. Any help would be appreciated."

"The relays work fine,it only started doing this after I replaced the orings on the tilt cylinder. Now the down button lowers the tilt cylinder until it hits the trim cylinders and they just sit there and do nothing. Then if I hold the down button down long enough (about 10 seconds) the tilt cylinder starts to raise the motor. It didnt do this before,I bled the system a dozen times,its full as can be and runs fine. I can force the trims down by having someone hold the down button and forcing the motor down but after I raise it back up they get stuck again. I just took the whole thing off today because I want to use the damn boat finally(its been dead in the driveway for 4 years,I rebuilt the floor and put the mercury 90 on it 3 months ago which still coughs a bit at idle) I will just manually trim it until I get it fixed( I also snapped two bolts taking it off so I get to drill and tap those now too. YEAH!!"
