TRIM and TILT

I HAVE A 2000 VOLVO SX-M out d

I HAVE A 2000 VOLVO SX-M out drive. It will not Tilt past trim. I have checked all the electric and it is ok. I disconected the trim rams They will not extend full out. Do they need to be replaced?
