trim and tilt 1989 225 hp

Hey Guys,

Just a quick question about my t-t on my 1989 ev225...Walked past and the motor was engaged to lower, turn power off and on still engaged to lower.
If it's a relay location please.

a stuck relay or the coil in it is still energized regardless the switch position
