Trickling water leak around top of gimble. What is fulling going on.

Having constant trickle of water around top of gimble.
Boat set in dry climate controlled storage for 7 years. Just got it back out last year, did complete interior rebuild. Took it out noticed this.

As I understand could be seal around gimble. Please advise.

more likely a rotted/holed bellows allowing water to get in the bellows.

Ayuh,... Or a rotten transom, allowin' water to pass it's seal...
